Can confirm-- this was the result of a restoration process that we completed with maintenance today.
In rare cases, we overcompensated. There is now a background process running that will catch where players might have been given extra sparks and remove them.

This bug should have been fixed. If you leave Silvermoon City and return back to the city, you should receive it now.
